Ethiopia now has developed the Climate Resilient Green Economy (CRGE) strategy with a vision to achieve middle-income status by 2025 in a climate-resilient green economy, follow a green growth path that fosters development, sustainability and an action plan to create a green economy. The overall approach in addressing evaluative questions will involve the following steps: understanding and clarifying the research objectives and questions, articulating the theory of change underpinning the development of climate risk-resilient livelihoods, combining desk review, quantitative and qualitative methods for data gathering, compiling and triangulating data to derive key findings and understanding and stating the data constraints. The research protocol is intended as a concise statement of what is expected of each in community program. It presents questions, guidelines and issues which each study site must address and adhere to. The focus of M&E on relevance, performance, and success is strategically linked to the objective of ensuring that programs produce sustainable results that benefit the communities they belong to. Both functions contribute to the achievement of this objective by supporting decision-making, accountability, learning, and institutionalization.
